GFOA Alberta, in cooperation with Bloom Centre for Municipal Education, is proud to bring back the 10-Part Webinar Series for 2019 as “Webinars-on-Demand”.

The revised MGA requires all municipalities that share a common boundary to adopt ICF bylaws by April 1, 2020.  The New MGA-Intermunicipal Collaboration Framework Webinar provides an overview of the legislation and provides municipal financial professionals and executives a foundational understanding of ICF’s and how they affect municipalities and offers the following:

  • ICF process – beginning to end
  • better understanding of the nature of municipal cooperation
  • develop a process to gather the necessary information required
  • develop an inventory of shared services
  • methods for understanding shared costs for services and capital projects
  • how to engage the public for ICF’s
  • dispute resolution – process and rules

  • shared capital costs for regional projects (cost models, analysis, negotiate)
  • communicating the framework with administration, Council and the public
